Oregon Health Plan — Open Card
We welcome OHP Open Card members. Open Card and coverage through a coordinated care organization (CCO) are different. Having an Oregon Health ID card alone doesn’t tell us who covers your mental health care. Not sure which coverage you have? We can help you check before scheduling. OHP determines eligibility for Open Card; a change from CCO coverage isn’t automatic. Understand OHP Open Card ↗ | Ask us about your coverageHealthier Oregon: an Open Card change in January 2027
Have Healthier Oregon? OHP is moving these members to Open Card in January 2027. Watch for your coverage notices and check with your providers before the change. We can help confirm your mental health coverage before scheduling.
OHP words, in plain language
These names can sound interchangeable. They aren’t—and you’re not expected to know the difference before asking for help. Medicaid: A public health coverage program funded by the federal government and states. Each state runs its own program. Having Medicaid does not mean every provider accepts your coverage. Oregon Health Plan (OHP): Oregon’s public health coverage program. It includes Oregon’s Medicaid coverage and other coverage, such as OHP Bridge. “I have OHP” is a starting point; we still need to check which coverage pays for your counseling. Coordinated care organization (CCO): A local health plan that manages care for many OHP members. Each CCO has its own participating providers. A counselor who accepts one CCO may not accept another. Provider network: The doctors, counselors, clinics, and other providers that have an agreement with your health plan. “In network” means the provider participates in your particular plan. Open Card, also called fee-for-service (FFS): Coverage where participating providers bill the Oregon Health Authority directly, rather than a CCO. “Fee-for-service” describes how providers are paid; it does not mean you pay a fee yourself. Some people have different arrangements for medical, dental, and mental health care, so ask specifically about counseling. OHP Bridge: Coverage for eligible adults whose income is above the usual OHP Plus limit. You may hear it called “Medicaid Bridge,” but there are two versions. Most members have OHP Bridge–Basic Health Program, which uses CCOs and does not offer Open Card. A separate OHP Bridge–Basic Medicaid program for eligible American Indian and Alaska Native members can have CCO or Open Card coverage. What this means at FourEight: We accept OHP Open Card for mental health care. We do not participate in CCO networks. If your card or letter says “Bridge,” contact us so we can check the specific coverage before telling you whether we can bill it. Read Oregon’s OHP Bridge information ↗Not sure where to start with OHP?
You don’t need to work through the whole OHP website. Here’s the part that matters for counseling:- Find out who covers your mental health care. Call OHP Client Services at 800-273-0557 (TTY 711). Ask: “Is my outpatient mental health care covered through a CCO, or through fee-for-service, also called Open Card? What dates does that coverage apply?”
- If you have Open Card for mental health, contact us. We’ll help confirm your coverage before scheduling. Have your Oregon Health ID and any other insurance information available.
- If a CCO covers your mental health care, start with your CCO. Ask for help finding a participating counselor. If changing providers would affect your health, talk with your treating provider about whether an Open Card request is appropriate. OHP must approve a qualifying request; switching is not automatic.
